Lycoming County hosted the final public hearing for the 2025 Community Development Block Grant (CDBG) program on Thursday, during which county and COG staff presented proposed projects and described the required resolutions that will appear on next week’s agenda.
Jamie, the county presenter, said projects selected for county-administered funding include Park Loop rehabilitation in Montgomery Borough ($193,670), Route 54 sewer lateral connections through the West Branch Regional Authority ($36,600), and COG administration costs ($46,500) for a county total of $276,770. Borough allocations presented were Montoursville ($100,918), Jersey Shore ($94,657) and South Williamsport ($117,115), each including local project funding and COG administration fees.
Staff said they will present three resolutions for the commissioners to act on next week: a Resolution to Apply for Funding (the application to the Pennsylvania Department of Community and Economic Development), a Fair Housing Resolution required by the CDBG program, and a reaffirmation of the Section 504 grievance officer designation. County staff designated Michael Hagen as the county’s Section 504 compliance officer and explained complaints are to be filed through his office.
Jamie said the activities presented follow the citizen-participation process and that the county and participating boroughs will move the application forward to DCED. No public comments were offered during the hearing. The commissioners recessed the hearing and said the resolutions will be on the next regular agenda for formal approval.
The county also introduced Larissa Hassinger as a new project coordinator who will cover Lycoming County and Loyalsock Township and assist with the program’s administration and upcoming training.
