Owner Craig Ellsworth spoke briefly at the meeting: “That is my purpose, so I can build that structure,” he told the commission when asked why he wanted to combine the parcels. Staff described the parcels (Parcel 48196001 in Oak Ridge Estates and Parcel 483440036 in Oakview Hills), said the properties are both corner lots, and noted that combined the lots would be slightly over one acre. Staff told commissioners there is no single maximum size requirement in the R‑10 and R‑12 zones that would prevent combining the lots and that engineering review identified no obstacles to the plat amendment. Commissioners asked whether combining two lots that fall in adjacent zones (R‑10 and R‑12) would require a zone‑map amendment. Staff and commissioners discussed that a lot may span two zones in some parts of the city and that a PUD/development agreement historically has created zone conditions in nearby areas. One staff member advised commissioners that the city code allows a lot to span zones but that staff should verify requirements; commissioners suggested the motion include a citation to the municipal code provision as a finding. After discussion, a commissioner moved to approve the plat amendment citing Santaquin City municipal code 10.20.06(D) (partial rezoning) as the basis for the decision; another commissioner seconded.
