Moraine approves $186,345 supplemental appropriation for South Dixie Drive Phase 2; ODOT project approved

Moraine City Council on Sept. 11 approved emergency supplemental appropriations of $186,345 to support the South Dixie Drive Phase 2 project and authorized participation in an Ohio Department of Transportation resurfacing project.
Council voted to transfer $186,345 from the general fund to the capital improvement fund to cover Moraine’s share of the 2026 South Dixie Drive Phase 2 work, which ODOT listed as the MOT South Dixie RSF Phase 2 resurfacing project, PID number 121588. The council read and adopted an emergency ordinance to make the supplemental appropriation and separately approved a resolution authorizing ODOT’s resurfacing work on South Dixie Drive from Hoyle Place to West Dorothy Lane.
A city staff explanation read at the meeting said the ODOT project will consist of pavement repair, milling and resurfacing; the council-recorded figure for the city’s portion was $186,345, described as 35% of the project cost in the staff presentation.
Members present answered roll call in favor of the appropriation and the ODOT resolution. The meeting record shows affirmative roll-call votes from council members listed as Miss Marcus, Mister Miller, Miss Allen, Mister Donnery, Miss Witt, Mister Burchett and Mayor Murphy.
Both the supplemental-appropriation ordinance and the ODOT authorization were processed as emergency measures so the council could complete second reading and final adoption at the Sept. 11 meeting. No amendments were offered during the recorded discussion.
City staff previously scheduled related budget work and told council members the municipal budget document would be prepared for review next month; council also was reminded that a separate budget meeting is scheduled for Oct. 21 at 11 a.m.
The actions clear the way for ODOT’s resurfacing contract to proceed; the project will be subject to ODOT engineering and scheduling and any further municipal coordination the city and ODOT require.
