Commissioners approve Title IV‑D cooperative agreement and sheriff service agreement for domestic relations

The Cumberland County commissioners approved a standardized cooperative agreement to support administration and enhancement of Pennsylvania’s Title IV‑D child support program and a concurrent sheriff service agreement that defines the sheriff’s role in supporting the domestic relations section.
Todd Mow explained the cooperative agreement would run Oct. 1, 2025 through Sept. 30, 2030 and is signed by all 67 counties to outline responsibilities between counties and the state Department of Human Services, including allowable reimbursements and incentive payments tied to federal performance standards. Mow said funds received under the agreement must be used to maintain or improve the Title IV‑D program within the county.
He also described a sheriff service agreement that runs concurrently and specifies that the county may qualify for Department of Human Services reimbursement for 66% of eligible salary and benefit costs for non‑supervisory deputy sheriffs who provide security at the domestic relations office. The board had no questions and approved both agreements.
