Commission Establishes Charter Review Committee; City Clerk Amendment Deferred to Committee Review

The Lynn Haven City Commission voted to form a Charter Review Advisory Committee on Sept. 2 and provided guidance that the committee should review a proposed charter amendment establishing a city clerk position before the commission moves toward ballot language or an ordinance.
City Attorney counsel presented a draft resolution and an illustrative draft ordinance amending the charter to create the city-clerk office. The resolution that commissioners adopted reestablishes the Charter Review Committee, requires at least monthly meetings, allows staff support and sets a dissolution date of Feb. 8, 2027, to align with the timeline for ballot language ahead of the city’s regular election cycle.
Commission members said they want the new committee to study the clerk proposal and other charter issues and return recommendations. Members of the public urged careful selection of committee members and asked for clear limits on staff control of the process. One commenter warned that charter review must be structured to ensure citizen control of the charter document and to avoid staff-driven outcomes.
The commission approved the resolution establishing the committee by unanimous roll-call vote. The first reading of an ordinance proposing a city-clerk charter amendment was presented but commissioners deferred further action and asked that the Charter Review Committee review the draft and report back before the commission proceeds to a final ordinance or ballot plan.
