Staff explained that once the methodology is adopted, the city will not need to run the extraordinary mailed-notice process annually unless it changes the method or the rate structure; the commission heard that routine annual adoption by resolution remains required.
One resident asked whether the action would correct an incorrect vacant-lot assessment on his tax bill; staff said adopting the roll confirms the rates for tax collection and that property owners should see the updated assessments reflected with the tax collector once certification is complete.
The roll-call vote to adopt the stormwater assessment roll was recorded: Commissioners Purnell, Peebles, Tender and Mayor Nelson voted yes; Commissioner Wark voted no. Staff said the adopted roll implements the four-tier model approved earlier in the process and that the assessment timetable requires delivery to the property appraiser by the statutory deadline.
