Committee forwards King County grant acceptance, contract award and levy allocation for Sacagawea turf replacement

The committee unanimously voted to forward to the Sept. 16 consent agenda a package accepting a King County Parks capital grant and awarding a KCDA contract to FieldTurf USA for replacement of the artificial turf at Sacagawea Park.
Staff said Federal Way’s grant application was recommended for an award of $705,796 toward turf replacement. The low bid for turf replacement from FieldTurf USA was presented at $806,996.93; staff asked the committee to authorize allocating $101,200.93 from the King County Parks Levy Fund to cover the delta so the project can proceed on the contractor’s schedule.
Parks staff said the turf and track at Sacagawea are at the end of useful life, that the field is heavily used by youth sports and by Federal Way Public Schools, and that the grant covers the majority of the turf replacement but not the full scope of the track and related work. Staff and the parks deputy director said it is their intent that the school district share in the remaining cost but that final interlocal‑agreement negotiations remain outstanding. Staff said they do not want to lose the grant and contractor availability while negotiations continue; they described the $101,200.93 allocation as a timing measure, and said the city intends to seek reimbursement from the school district when a final ILA is executed.
Committee members pressed staff on whether committing levy funds now could reduce the school district’s financial participation. Staff said the district is an active partner, is the majority user of the field, and negotiations remain ongoing; they said their intent is to return levy funds if the district commits its share. Staff also detailed the broader levy balance and said the proposed allocation can be covered from unallocated King County levy dollars.
The committee recommended forwarding the grant acceptance, contract award and release of levy funds to the Sept. 16 consent agenda by unanimous vote; staff will continue negotiations with Federal Way Public Schools on cost share and ILA language before final council action.
