Council OKs Eagle Scout renovation plan for Heritage Park

Palmyra Borough Council voted to permit Eagle Scout candidate Antoine Molinelli Fooster to renovate part of Heritage Park, the council confirmed Tuesday. Fooster told the council he plans to clean and make minor repairs in the park’s playground area, including remulching, removing weeds, removing graffiti from play structures and repainting animal rockers. He said he expects volunteers from his Boy Scout troop to work on the project and aims to complete it over the long weekend of March 20–23. The council member who introduced the item moved to permit the project; another member seconded the motion and members voted in favor. Council staff said they will work with Fooster to complete the administrative steps and finalize signatures required by the borough. Why it matters: The project is a volunteer-led maintenance effort that does not require a borough-funded contract; council approval gives the candidate permission to use borough property and triggers staff support to coordinate site access and beneficiary paperwork. Council staff confirmed the estimated costs Fooster provided: $379 for mulch and major materials, $29 for supplies and a total projected cost of $609, and said he intends to supplement donations with sponsorship requests to local vendors and troop fundraisers. The council did not authorize any borough expenditure for the work. Councilors and residents praised Fooster’s preparedness. The borough clerk will follow up on paperwork, and staff offered to help with logistics and signing the beneficiary section of the project plan.
