Commissioners open Elwood City ADA curb‑ramp bids, table award for review

The Warren County Board of Commissioners opened bids Sept. 9 for an Americans with Disabilities Act curb‑ramp improvement project in Elwood City Borough, then voted to table awarding the work to allow additional review by county planning staff and the borough. The bids were received under the county's Community Development Block Grant (CDBG) program, which the county administers on behalf of Elwood City Borough. County staff said advertisements ran Aug. 4 and Aug. 11 with a mandatory pre‑bid meeting Aug. 18; three bids were opened and read into the record. County Controller Cresta Klein and Rebecca Schaeffer of the county planning office oversaw the opening. Read totals were: Valley Construction (Ambridge) $236,400; Ryder Excavating (Beaver Falls) $124,286; and Mahoning Builders (Newcastle) $97,899.89. County staff noted alternate bid line items for a retaining wall, and asked for more time to verify what portions of each bid covered the wall versus the base curb‑ramp work. Commissioners said the planning office should review qualification paperwork and consult with the borough before recommending award. The board moved and approved a motion to table the bids; a roll call recorded votes of yes from Commissioner Sonata, Commissioner Kennedy and Commissioner Vogler. The board did not award the contract at the meeting and directed staff to report back when the planning office and the borough are ready to recommend acceptance or later action.
