A city project manager updated the advisory board Sept. 10 on Harbor Marina repairs, reporting separate timetables for the south and north ends and noting that the work is FEMA funded. "So currently, the design is all done for the South End. We are in permitting. Once we get the permitting done, we'll be ready to go out to bid for a contractor," the project manager said, and added the south-end construction is likely to commence with a contractor onboard in early 2026 and finish in early 2027. For the north end, the city retained Moffatt & Nichol to complete designs; staff expect 60% design by October and 100% by December, after which permitting and bidding will follow. The project manager said the team hopes to have a contractor on board in the April–May 2026 time frame and to complete north-end work around April–May 2027, assuming permitting and procurement proceed on schedule. Because the repairs are FEMA funded, the manager said the projects must follow the federal procurement requirements and be bid rather than awarded under a CMAR agreement. The manager praised temporary measures already installed: contractor Kelly Brothers completed temporary chaining and other protections and the site is ready for the storm season. Board members asked questions about timing and contingencies; staff reiterated the schedule is contingent on permitting and contractor procurement and that the city is planning for storm season contingencies.
