Board clears University Community Hospital to add parcel for parking garage; design treatments required to shield nearby homes

The Board unanimously approved a rezoning amendment (PD25-587) on Sept. 9 that adds a parcel north of Hamilton Avenue to the University Community Hospital planned development so the hospital can construct a parking garage. County staff, the planning commission and the zoning hearing master recommended approval with conditions to mitigate visual and residential impacts. Staff described conditions including a minimum 60-foot setback from the northern property line, a 20-foot buffer with type B screening adjacent to residential properties, and a requirement that the northern facade of the parking structure incorporate architectural softening techniques to reduce visual impact. The applicant said the garage is necessary to serve patients and staff as the hospital expands. Transportation staff raised no objections subject to conditions in the staff report. The zoning hearing master and planning commission found the PD consistent with the comprehensive plan. Commissioners voted 7-0 to approve the amendment; the applicant will proceed to design and permitting under the approved PD conditions.
