The Common Council approved a finance committee recommendation to remain with the Cities and Villages Mutual Insurance Company (CIVMEC) for policy year 2026 and to pursue requests for proposals (RFP) for liability insurance in 2026.
Council discussed the tradeoffs of a longer renewal versus annual bidding. CIVMEC is a mutual insurer whose excess premium can be returned as dividends to member municipalities; finance staff noted that bidding out now would forfeit the city's 2024 dividend (about $66,000) and recommended staying with CIVMEC for the coming policy year while conducting a competitive RFP next year. The resolution as amended limited continued membership to the 2026 policy year and directed staff to issue an RFP for future coverage.
Council approved the amended resolution unanimously (10-0). Several council members asked staff to ensure that any future bidders demonstrate comparable training, loss-control advisory services and other member benefits provided by CIVMEC.
Ending: The city will remain a CIVMEC member for 2026 while staff prepares an RFP to assess alternatives for subsequent years; staff will report back to finance committee with proposals.
