The Spokane County Board of County Commissioners voted unanimously Sept. 9 to approve a development agreement with Pathways Enterprises LLC connected to Comprehensive Plan Amendment CPA‑05‑202024 and the proposed development of a rural mercantile near the town of Spangle.
Scott Chesney, a county staff member, told commissioners the development agreement follows a CPA that would reclassify some agricultural land inside Spangle’s urban growth area to regional commercial, but the applicant voluntarily agreed to limit the allowed uses to "community commercial." Chesney said the restriction is intended to reduce intensity of future uses because the town of Spangle’s existing water and sewer infrastructure cannot support higher‑intensity regional commercial uses at this time.
Chesney said the town of Spangle and the applicant had reviewed and agreed on the terms of the agreement. The county opened a public hearing on the item and recorded no public testimony. After staff presentation and no public comment, a commissioner moved to approve the item; the motion was seconded and carried unanimously.
What the agreement does: according to staff remarks, the development agreement binds Pathways Enterprises to limit development to community‑commercial uses until such time as adequate municipal water and sewer service is provided; it does not change the county’s authority over future permits beyond the terms of the agreement.
