Loesch called the roll, led the Pledge of Allegiance and said, "There is no public participation as there's no 1 in the audience." He stated the meeting was being called for a closed session under RSMo 610.021, sections 3 and 13 to address personnel matters.
Alderman Stewart moved to go into closed session; Alderman Hovind seconded the motion. During the roll-call vote Alderman Kelly voted yes, Alderman Stewart voted yes, Alderman Hovind voted yes and Alderman Lush voted yes. The motion carried and the board adjourned into closed session.
The board did not take public comment; no members of the public were recorded as present at the meeting. Because the board cited RSMo §610.021(3) and (13), the stated subjects for the closed session were personnel matters and individually identifiable personnel records.
