Brennaman Properties representatives appeared at the Oct. 14 work session to describe a proposed conversion of a vacant 8,300‑square‑foot office building at 315 North Second Street into a 10‑unit multifamily dwelling.
Michael White, project manager for Brennaman Properties, said the firm closed on the building in July and secured density relief from the zoning hearing board to allow conversion to 10 apartments. The developer said the unit sizes will range from just under 500 square feet to about 1,200 square feet, with a mix of one‑ and two‑bedroom units. The project includes eight parking spaces that would be offered on a first‑come, first‑served basis.
White and the project attorney, Phil Petrina of McNesawalless & Zurich, told council the average monthly rent is expected to be about $1,250: smaller one‑bedroom units roughly $1,000 per month and two‑bedroom units in the $1,350–$1,400 range. The developer said the project does not include designated affordable units tied to local affordable‑housing requirements; when asked whether the developer would designate two units (20 percent) as affordable under a city program, project staff said not for this project but indicated they may consider affordable units on future projects.
Council members queried parking adequacy, site lighting and affordable‑housing implications. Council President Hill asked whether rents were calibrated against HUD AMI tables; the applicant said affordability was considered in feasibility but the project is not receiving public subsidy or an official affordability designation.
Timeline and approvals: The developer said permit drawings are being finalized with architect and engineers and described a construction timeline of roughly six months to a year once permits are issued. The developer said he was hopeful to begin work within two months and has engaged Midtown Property Management for leasing and operations.
Action: Council moved to add Resolution 60 of 2025 (preliminary/final land‑development plan for 315 North Second Street) to the next legislative agenda for a formal vote.
