On Oct. 21 the Board of Supervisors approved a delegated‑authority action that permits the county executive or designee to negotiate and execute an amendment to the agreement with Global Tel*Link Corporation (doing business as ViaPath Technologies) to extend inmate calling and inmate‑tablet services for a limited term and an increased not‑to‑exceed amount.
Supervisors instructed administration to negotiate contract terms that address issues raised by federal enforcement actions and consumer‑protection investigations and to initiate a competitive solicitation for calling and inmate‑tablet services to be completed before the extension expires. Staff emphasized the extension will maintain continuity of communications for incarcerated people and their families while the county develops replacement procurement documents.
The board voted unanimously to delegate authority for a bridge extension (term ending no later than Aug. 12, 2027, under the motion) and to require administration to pursue a competitive replacement solicitation during the extension.
