County staff recommend short-term license for Phillips 66 monitoring and update telecom franchise to Level 3
Summary

County staff presented two routine property and franchise items on Oct. 7 and recommended placing them on the consent agenda for board approval.
The first item was a one-year license agreement with Phillips 66 related to ongoing spill-monitoring requirements. Staff said the monitoring location is a small parcel the county (road fund) owns north of Magnesium and Market, possibly touching a bridle trail; Ecology has asked the company to continue monitoring. Staff said the license would run for a year and could later be converted to a franchise if the parcel is declared surplus.
The second item is a countywide telecom franchise to replace prior franchises granted to Time Warner as the company reorganized under Level 3 Telecom of Washington. "It's a countywide franchise, and it's for all things telecom — installation, construction, maintenance of their facilities within the right-of-way," a county presenter said. Staff recommended approval of the updated franchise to reflect the new corporate entity and ensures continuity of work and permitting.
Ending: Staff recommended commissioners approve acceptance of the Phillips 66 license agreement and adoption of the Level 3 Telecom franchise to update the county's permits and franchise records.
