The Kane County Development Committee approved three special-use zoning petitions and granted land-cash relief for one parcel at its meeting.

Petition 4668: Sunvest Solar (doing business as SVCSG SunTrust Solar LLC). The committee approved a special use in the F (farming) district to develop a commercial solar facility on approximately 39 acres along Route 72. Staff said the installation would use about 23 acres, leave a front setback for future commercial development along Route 72, and include vegetative screening and pollinator-friendly ground measures. The Zoning Board of Appeals recommended approval 6–1. At the county vote the motion passed (roll call recorded as all in favor). Stipulations recommended by staff included a 5-foot minimum planting height for screening, a maximum spacing of 15 feet on center, wildlife gaps of 6 inches, and increasing a private access road from 16 to 20 feet where required by the fire protection district. Transportation and water-resources reviews were noted; access approvals from the Illinois Department of Transportation (IDOT) are required for temporary and final access. The petitioner stated they plan to preserve roughly 7.5 acres along Route 72 for future development and plant a double-row evergreen screen with viburnum in between.

Petition 4670: Whiskey Grain Kennels LLC. The committee approved a special use in the F district for a dog kennel (up to 20 dogs) and an F1 rezoning to create a residential parcel for the owner-operator. Staff described the facility location, setbacks (approximately 600–700 feet to the nearest residences), and recommended stipulations, including acquiring temporary and final access permits from Virgil Township and meeting well/septic requirements. The ZBA recommended approval. The county vote was recorded as all in favor.

Petition 4672: John Webb (Just for Paws). The committee approved a special use in the F district for a kennel of up to 40 dogs and 15 cats at a property on West County Line Road. Staff noted the site is more than a half-mile from the nearest residence and described proposed building plans, parking and landscape buffers. Transportation, stormwater and health-permit stipulations were listed as conditions of approval. The ZBA recommended approval; the county vote was recorded as all in favor.

Land-cash relief (parcel 0917451002). The committee approved relief from the land-cash fee for a single parcel, citing that the parcel had paid a disproportionate amount of real estate taxes (more than $290,000 over 20 years) and that requiring the fee now would be inequitable. The motion included the parcel number on the record and passed.

Motions and vote records: The petitions were moved and seconded on the floor and passed by roll call. Individual roll-call names were read into the record for each item; the minutes record the votes as affirmative for the petitions and for the land-cash relief. Where the ZBA record was discussed, staff noted one ZBA vote of “no” on the solar petition but the specific reason for that ZBA no vote was not provided to staff.

No appeals, legal challenges or conditions beyond the recorded stipulations were announced at the meeting. Several petitioners answered committee questions on setbacks, screening species, phasing and access permits.
