The Glendale City Council on Oct. 14 approved a series of consent items and ordinances, and confirmed a new city manager.
Key formal actions recorded in the meeting: the council approved a second amendment to a purchase and sale agreement with Terrell Properties LLC (consent item 2); authorized several intergovernmental agreements and accepted grant awards (consent resolutions R25-97 through R25-103, items 20–26) including an Urban Area Security Initiative award of about $266,131 and multiple highway safety grants; adopted Ordinance 025-43 revising City Code chapter 14 on emergency management; and approved the City Manager Employment Agreement appointing Patrick Banger, who will begin on Jan. 12, 2026.
Item 2, the second amendment to the purchase and sale agreement with Terrell Properties LLC, was approved on the consent agenda by roll-call vote. The vice mayor stepped out of the chamber during the roll call because of a conflict of interest; the record notes the council acknowledged the vice mayor’s temporary absence. The motion carried with recorded ayes from council members present and the chair.
Consent resolutions 20–26 were approved together by voice vote. Those items included intergovernmental agreements with Maricopa County for behavioral health/shelter support and right-of-way acquisitions for a roadway widening project; an Arizona Department of Homeland Security Urban Area Security Initiative grant for police sustainment (approximately $266,131); and three Arizona Governor's Office of Highway Safety contracts totaling approximately $204,046 combined ($75,919; $78,127; $50,000) to fund impaired-driving, STEP enforcement and pedestrian/bicycle safety efforts for the Glendale Police Department.
Ordinance 025-43, amending Glendale City Code Chapter 14 (Emergency Management), was presented by Emergency Management Director Nicole Munson and approved by roll call. Munson told the council the revisions updated the definition of the emergency management director and clarified advisory roles: the director advises the city manager, and the city manager advises the mayor during emergencies.
The council also approved the City Manager Employment Agreement appointing Patrick Banger as city manager following the retirement announcement of Kevin Phelps. Human Resources Director Jim Brown presented the report; the council voted to appoint Banger with an effective start date of Jan. 12, 2026.
