City manager reports hire of finance director, collections gains and upcoming capital repairs

Staff said the city has hired Lisa Downey as finance director; she is scheduled to start Jan. 21. In a billing update, staff reported that collections improved in 2024 on EMS billing: the collector reported collecting $390,564 on $354,753 billed, which staff described as improved collections compared with prior years.
The manager said the State Fire Marshal’s office sent a letter requiring the city to reimburse $9,419 for purchases made by a previous fire chief that the marshal’s office considered unapproved. Staff said they will confirm whether that reimbursement should be to the fire-protection fund or through another process and will follow up before the May deadline cited in the letter.
On capital projects, staff said Jane 3 Roofing began airport roof repairs on the day of the meeting and would start work at the police department the following day; the convention center roof is the largest outstanding project and will be scheduled once insurance payouts and cost estimates are reconciled. The manager said the city is working with risk management to implement a citywide inventory process and is coordinating a 20-year landfill-permit update with engineers.
