The Kingman City Council approved renovation and electrical upgrade contracts Oct. 21 for the Grandview Pool to address safety and operational issues identified during an Arizona Division of Occupational Safety and Health (ADOSH) inspection.
City staff presented two related requests drawn from the city's five‑year capital improvement plan with a combined project budget within the FY2025–26 capital projects fund. The pool renovation phase approved that night covers the pool, deck and heater at a cost of $454,579; combined with a previously approved phase the total project cost now stands at $658,187 of a budgeted $700,000. The council separately approved a $70,000 electrical renovation for the pool, deck and heater. Staff recommended both approvals.
Council member Dykins (who pulled the items for discussion) questioned whether budgeted funds included amenities such as a slide, jump or diving board. A staff presenter (Meersman) said the current scope is limited to repairs needed to make the pool safe and operable for the coming season; diving boards are not feasible because the pool is too shallow. Staff said they plan to pursue a climbing wall and a slide appropriate for the pool and asked permission to seek a transfer of $150,000 that the city has budgeted for playground equipment to the pool project; any transfer would require commission and council approval.
Resident Donna Peterson urged the council to include amenity funding in the pool budget, saying Grandview Pool is “bare bones” and lacks family‑friendly features. When asked about full replacement costs for the pool, staff said a complete replacement would be “several million dollars.”
Council approved both items by voice vote. City staff said the renovation work is needed to keep the pool functioning and that additional amenity work would be considered through the commission and a separate council approval if the commission recommends a funding transfer.
