During the Aug. 28 work session following the special-called meeting, Carroll County Finance Director Alicia Searcy presented the county''s July financial report.
Searcy said July revenues totaled $4,016,000, up from $3,470,000 in July of the prior year. She said July expenses were $9,661,000 compared with $7,270,000 a year earlier, an increase of about $2.4 million. Searcy attributed much of the increase to the calendar timing of payrolls; July included three payrolls in the month, which pushes expenses higher in that month but evens out over the year. She also said the county transferred $590,000 to capital projects for HVAC work at the sheriff''s office that had been approved at the prior meeting and that annual insurance premiums of about $1.7 million were paid.
Searcy said the county used about $5.6 million in cash during July (expenses exceeding revenues by that amount) but remains in a solid cash position, with roughly 5.5 months of cash on hand against an $85 million annual budget, within the county''s 3-to-6-month target.
Searcy also reviewed SPLOST activity for the period. She said SPLOST 21 spending in July totaled $286,000, of which approximately $209,000 went to LME road-repaving projects. Other July SPLOST expenditures included $12,865 at the Administration Building, a $1,001.62 payment for a new camera project at the CI, and smaller public-works items (gravel, erosion control). SPLOST receipts for the period were $2,688,000; Searcy said she omitted the precise payments to cities from the presentation but that the county''s portion would be about 61.7% of the receipts. She said there were no expenditures to report for the 2015 SPLOST program.
Commissioners asked no substantive questions during the financial review. Searcy closed her presentation and the board moved on to preview items for the next regular meeting.
