KISSIMMEE — During public hearings the City Commission approved several federal-program actions intended to support local housing and community participation. The commission approved substantial amendments to multiple annual CDBG action plans to reallocate $413,268.64 toward the Haven on Vine rehabilitation project, approved a second substantial amendment to the HOME‑ARP allocation plan shifting $100,000 into a noncongregate shelter activity for the Haven’s bridge component, and adopted the City of Kissimmee’s 2025–29 citizen participation plan.
Development Services staff presented the CDBG amendments for fiscal years 2018–2022, explaining the funds would be moved from completed or underperforming activities into rehabilitation work at Haven on Vine. Frances de Jesus told commissioners the required 30‑day public comment period had closed with no comments.
On the HOME‑ARP amendment staff said the $100,000 transfer is needed to pay construction costs for a building that will house social services for Haven’s bridge component; staff noted the HOME‑ARP plan includes supportive-service activities as well as noncongregate shelter activities and that program rules permit such reallocations when clearly documented.
The commission also approved the city’s 2025–29 citizen participation plan, which lays out public-notice requirements and procedures for consolidated planning documents and includes a section on Section 108 loan programs. No public speakers opposed the amendments and the items passed by the motions recorded at the meeting.
Staff said the federal funds carry statutory timelines and reporting requirements; development staff will administer the reallocated funding consistent with CDBG and HOME‑ARP rules and will report progress to the commission and to federal program monitors.
