The City Commission of Kissimmee on second and final reading adopted Ordinance 3122, establishing a formal process and fee schedule for unsolicited public–private partnership (P3) proposals.
City Attorney read the ordinance language and City staff said the policy is intended to give applicants certainty and allow the city to recapture review costs. After a public hearing with no speakers, Vice Mayor Angela Eady moved to adopt and Commissioner Martinez seconded the motion. The roll call showed Commissioners Eady, Martinez and Ortiz and Mayor Espinosa voting aye; Commissioner Alvarez was recorded absent. The motion carried 4–0.
City staff described the ordinance as creating a new chapter in the City Code to govern P3 proposals and associated review fees. The city manager said the policy would streamline consideration of unsolicited proposals and ensure the city can recover expenditures incurred during staff and consultant reviews. No members of the public spoke during the hearing.
The ordinance includes severability and codification language and takes effect as provided in the text. City staff recommended adoption on both readings and the commission approved the second and final reading at this meeting.
Looking ahead, staff indicated applicants will follow the new process; the city will apply the new fee schedule when proposals are submitted.
