Delray Beach approves $28.6 million contract to restore municipal golf course

The Delray Beach City Commission on Oct. 14 approved a $28,560,667.14 contract with NMP Golf Construction Corp. to renovate the Delray Beach Municipal Golf Course, closing the course for construction and beginning clubhouse work concurrently.
The vote came after a staff presentation laying out the scope and schedule. The contract covers restoration of nine holes originally designed by Donald Ross and nine holes with later modifications, new practice facilities, a new irrigation system and pump house, parking improvements, replacement of golf-cart and pedestrian bridges, a new maintenance barn, new restrooms and refurbished cart paths.
The city’s project presentation said construction mobilization would begin in December and major course work would begin in January, with the driving range remaining open in a limited way while the clubhouse stays open through early January to preserve booked holiday events and a scheduled election. “Beginning on November 3 the golf course is going to be closed as we begin the eradication of the existing turf,” staff said.
Parks and recreation staff said the contractor’s prior work includes large golf restorations in Florida and elsewhere; commissioners noted the contractor’s local track record. Commissioner Markert said he was “excited to move forward on this,” and Commissioner Cassell praised staff for negotiating the bid down from a higher initial estimate.
The commission approved the resolution awarding the contract. The motion passed unanimously.
What the contract covers and how the course will be rebuilt were described in detail during the presentation. Staff said the clubhouse will be renovated on a parallel track; because of the tight schedule the city plans to act as general contractor for the clubhouse work and hire subcontractors already under city contract to speed completion.
The city’s resolution authorizes the city manager to execute the agreement and any renewals or amendments necessary to carry out the project.
