Staff response: city staff advised that because the board’s operating procedure intersects with municipal code and public‑notice requirements, the board should first place the proposal on an agenda as a discussion item. Staff said they would verify whether a formal code change is required and recommended members receive documentation before any motion to adopt the new rules.
