San Luis Obispo County Health Agency officials briefed supervisors on implementation progress for recommendations from KPMG, the management consultant engaged earlier to assess agency operations.
What agency reported: Health Agency director Nick Drews said KPMG’s review identified opportunities to become more “data driven” across behavioral health, public health, environmental health and related services. The agency reported that several clinician‑level utilization dashboards for behavioral health and public‑health programs have been built and are in use; staff can now view productivity and service totals by job class, procedure code and time period.
Financial and operational work
- Billing and finance integration: KPMG recommended consolidating billing and finance functions and cleaning up processes so financial dashboards reflect program performance. Health Agency staff said they expect a usable finance dashboard by the end of the calendar year.
- Priorities and status: The agency displayed a project tracker that maps KPMG’s 53 recommendations (and 222 sub‑activities) to implementation owners, start/completion dates and county dependencies. Several items are complete, many are in progress and a few were placed on hold because they depend on a countywide ERP or other systems.
Why it matters: The agency said improved data and cleaner billing processes will allow supervisors and program managers to track service utilization, identify underused capacity, and better align budget and program decisions. Director Drews emphasized that the work aims to improve services for residents while supporting staff through change.
Next steps and timeline: KPMG is scheduled to remain on site through mid‑December to complete the implementation scope for the Health Agency. Staff said many of the agency findings will inform the FY 2026–27 budget and that the administrative office will coordinate timing with other KPMG reviews in social services and planning & building.
