Council introduces ordinance to adopt 2025 California Building Standards Code, keeping prior local amendments

The City Council waived first reading by substitution of the title and introduced an ordinance to adopt the 2025 edition of the California Building Standards Code (Title 24) and to carry forward the city’s existing local amendments from the 2022 edition.
Brad Wanlak, director of development services, said the state updates the building code every three years and the city is updating its references to the new 2025 code without proposing new local amendments beyond updating the date. Staff recommended adoption so the city’s building regulations align with state standards in time for the Jan. 1, 2026 effective date.
No members of the public spoke at the hearing. Council Member Morwitt moved to waive first reading and introduce the ordinance; Vice Mayor Halford seconded. The motion passed 5-0.
The ordinance will return for final adoption in the next prescribed procedure and would become effective Jan. 1, 2026.
