The CDC of Tampa and its development partner presented the plan as phase one of a larger neighborhood revitalization effort in East Tampa.
The proposal covers four site parcels (labeled A through D by staff) between Lindell Avenue and East 30th/30th Avenue and would include 75 one‑ and two‑bedroom units, 4,600 square feet of commercial space and a mix of on‑site parking, bicycle storage and pedestrian connections. The applicant said the units will be offered at deep affordability levels: “These units will be affordable to families at 40% AMI, and 60% AMI,” Vanessa McCleary of CDC of Tampa told council during the hearing.
Council members and multiple city departments pressed the applicant on several design and operational details. Planning and urban‑design staff and the Planning Commission raised concerns about the locations of several dumpsters adjacent to public sidewalks and near single‑family homes, arguing the placements could create pedestrian conflicts and reduce neighborhood compatibility.
