The Indian River County Board of County Commissioners on Oct. 21 approved the sale of a remaining parcel (a former sewer facility site) to the adjoining Sea Oaks Property Owners Association, Inc.
County counsel said the negotiated sale price departs from recent appraisals because the buyer — the adjoining property owners association — has agreed to assume substantial remediation obligations, including removing legacy equipment and site items associated with the former sewer plant. County counsel and staff told the board Sea Oaks is the sole adjoining private landowner and that the state owns land to the south, which simplified negotiations and avoided a competitive bid requirement tied to multiple adjoining owners.
Representatives of Sea Oaks addressed the board and said they appreciated the county’s cooperation through the multi‑year process. The board approved the contract and authorized a 90‑day due diligence period for Sea Oaks to complete required steps, after which the parties would move toward closing.
County staff did not present a precise numeric sale figure in the public record excerpted in the meeting transcript; staff said negotiations reflected remediation responsibilities and existing easement restrictions tied to prior property sales. The motion to approve the sale passed unanimously.
