Polk County Fire Rescue to continue Medicaid supplemental payment program; county expects roughly $11.66 million return

Polk County commissioners approved ratification of documents that will allow Polk County Fire Rescue to continue participating in Florida’s Medicaid public emergency medical transportation supplemental payment program.
County staff said the program uses intergovernmental transfers (IGTs) to draw down additional federal Medicaid matching funds for qualifying emergency transports. Under the program, managed care organizations report qualifying transports to the Agency for Health Care Administration (AHCA), and AHCA computes supplemental payments for participating providers.
A county presentation said AHCA would bill Polk County Fire Rescue roughly $4,990,000 and that the county could receive about $11,664,079 in total supplemental payments, which staff said includes approximately $6,674,186 in new federal dollars. The county said the supplemental funds are restricted for use within the public emergency medical transport program and are budgeted in the general fund emergency medical services budget.
The county manager’s office recommended approval, saying the participation would maximize federal funds available to support emergency medical response services. The board approved the ratification by motion and second with no recorded opposition.
No policy changes to service delivery were announced at the meeting. County staff advised that the program operates through quarterly reporting and that participating providers provide an IGT that the state uses to draw federal matching dollars.
