The New Castle County Board and Commission Subcommittee considered three new nominees and several reappointments during its Oct. 21 meeting; votes on the new nominees are scheduled for the council’s full meeting next week.
The subcommittee heard from Aliyah Greer, who sought appointment to the Claymont Design Review Advisory Committee. Greer said she served in a variety of roles in state government for more than 18 years, including long-term care and Medicaid work and supervisory roles, and that she is a realtor and local property investor. "I am just excited for the growth of the community," Greer said.
Councilman Cartier said the Claymont Design Review Advisory Committee (DRAC) has remained "quite vital" and praised Greer’s willingness to serve. Irina Angelova, who identified herself at the meeting as a local artist, spoke briefly about her interest in joining the New Castle County Public Arts Commission. Emily Nurell, who was nominated to the New Castle County Open Space Advisory Board, was not present; Councilman Cartier said she previously worked in county government and is involved with the Delaware chapter of The Nature Conservancy, a connection he said should not create a conflict because that chapter does not hold easements in New Castle County.
The subcommittee also advanced several reappointments: Simeon Hahn and Nelson Whitlock to the Open Space Advisory Board and Claymont DRAC respectively; Stuart Ramsey to the Agricultural Land Preservation Advisory Committee; Ken Werkowski to the Claymont DRAC; and Charles McAllister to the Board of License Inspection Review. Council members who spoke about the reappointments cited prior service and subject-matter experience: Cartier noted Hahn’s NOAA background and expertise on brownfield rehabilitation.
The subcommittee approved the meeting minutes at the outset. A motion to approve the minutes was made and recorded as passed.
Separately during general discussion, Councilmember Street asked, "When are we gonna pay them?" raising the issue of compensating volunteers who serve on county boards and commissions. Council leadership said some volunteer positions already receive stipends and that Councilmember Migliore and others have a draft ordinance nearly ready to bring forward to expand coverage to additional boards. No vote or ordinance was taken at the subcommittee meeting.
The nominations will be considered at the full council meeting next week, after which nominees will be contacted by county administration about onboarding.
