The Bay County Planning Commission on Oct. 21, 2025, approved a conditional use permit to allow a manufactured home at 8729 East Bayhead Court in the Youngstown area.
Planning staff presented the request as PLCUP 20250186, saying the parcel is zoned single-family R-1 and that Chapter 4, Section 4404 of the Bay County Land Development Regulations lists allowable R-1 uses. Wayne Porter, planning staff, told the commission, “The proposed use is not identified as an allowable use in the R-one Zoning district,” while recommending approval because the neighborhood already contains a “balanced mix of single family and manufactured homes.”
Porter noted the planning commission had approved similar requests in the neighborhood in 2018, 2020 and 2024 and that a property directly to the south received a conditional use permit for a manufactured home on July 16, 2024. The applicant, Freddie Resto of 6224 Babbie Lane, Panama City, did not add to the staff presentation.
No members of the public offered comment during the hearing. Commissioner Christie, Commissioner Carter, Commissioner Hayman and Commissioner Honeycutt voted yes on a motion to approve the conditional use permit; the motion passed.
The commission’s approval authorizes the placement of a manufactured home on the R-1–zoned parcel under the conditional-use process; the staff report and the adopted findings were the basis cited for the decision.
