Harford County held a public hearing Tuesday on Bill 25-11, a measure that would grant a full county property tax credit (both general‑fund and highway portions) to qualifying owner‑occupied primary residences within about 1,000 feet of the Scarborough Landfill.
Robbie Salas, Harford County treasurer, presented the bill on behalf of the county executive and said 35 properties fall within the defined proximity zone. Salas said the administration has run the same program for more than 30 years and that the 35 properties match last year’s count. He estimated the credit’s impact on July tax bills would likely be in the range of $88,000 to $90,000 but said the exact cost will be known next year when bills are calculated.
Salas told the council staff discovered an additional property that appears to qualify because assessment changes removed a prior agricultural preservation exemption; the treasury will seek the owner’s application and expects to ask the council to amend the bill to add that parcel before votes in early November if the required paperwork is received.
Salas said staff personally visit each of the eligible addresses each year to notify owners that an application is required. No members of the public registered to speak at the public hearing on this item.
