City staff and department heads gave a series of infrastructure and operations updates covering street projects, the Soda Creek diversion, water distribution components and wastewater plant repairs.
Main Street and Second East projects
Public works staff said contractors are finishing the Main Street segment and expected to complete the south end by about noon the following day once a replacement air hose part arrives. Staff described a planned but deferred Second East board replacement tied to water-line coordination under railroad tracks; they said the critical railroad-underpass work is a short (3–5 day) job and that other portions will be scheduled later.
Soda Creek diversion and canal work
Staff reported a Logan-area contractor had moved in to redo a diversion on Soda Creek behind the county shed; crews have removed trees in the diversion corridor and will be working over the next two months to reroute flow and minimize large trenching.
Water and wastewater system repairs
The treatment-plant operator reported several simultaneous repairs: a $9,000 lift-station pump failure, a failed main gas valve and boiler, and an air compressor problem on a sand filter. A third-party vendor for an Atlas Copco compressor was scheduled to inspect the unit. The operator said all backup generators were load-tested and serviced and that clarifier components had been delivered and were awaiting welders.
Staff also reported the PRV assembly had been taken apart for service because incoming pressure briefly rose to about 140 psi, a condition staff said would damage downstream components if repeated. Staff described the assembly as costly and noted its long life despite infrequent servicing.
Why this matters: several failures have driven near-term maintenance costs and vendor interactions; the timing overlaps with capital projects that require coordination of road and utility work.
Next steps and risks
Staff said they are awaiting parts, contractor welders and vendor inspections; they asked council to note that some repairs carry substantial cost and that scheduling constraints could slow sidewalk and board projects. No council vote on funding was taken at the meeting.
