The Sanford City Commission voted Oct. 13 to annex about 1.19 acres addressed as 2520 Narcissus Avenue into the city, then approved a small‑scale amendment to the future land use map and an associated rezoning for the same parcel on first reading.
City staff said the annexation request met the voluntary-annexation criteria in Florida law and recommended approval. A staff presentation noted that on Sept. 4 the city’s Planning & Zoning Commission recommended approval of the comprehensive-plan amendment and rezoning on the basis of consistency with the joint planning agreement and Chapter 163 of the Florida Statutes.
The measures on the agenda were: - Ordinance 48‑33: voluntary annexation of approximately 1.19 acres (2520 Narcissus Avenue) into the city. Staff advised commission approval consistent with Section 171 of the Florida Statutes relating to voluntary annexation. - Ordinance 2025‑4834 (referred to as 48‑34 in the printed materials): an amendment to the City of Sanford future land use map to change the designation for the parcel from low-density residential (Seminole County) to Waterfront Downtown Business District (City), with staff citing consistency with the joint planning agreement and Chapter 163. - A companion rezoning ordinance (also read and acted on the same night) to change the county agricultural designation to the City’s agricultural (AG) zoning inside Sanford.
There were no public speakers during the hearings on the items. The commission moved, seconded and approved the annexation and the plan and rezoning amendments on first reading; the record shows unanimous passage on the first-reading motions.
Why it matters
Annexation brings the property within the city’s regulatory and service authority and aligns zoning and land-use designations with Sanford’s comprehensive plan and joint planning agreements with Seminole County.
