Escondido Measure I oversight committee elects officers in inaugural meeting

Patrick Hall was elected chair of the City of Escondido’s Measure I Citizens Oversight Committee and Carol Rogers was elected vice chair following roll-call votes at the committee’s initial meeting.

The committee, created by a voter-approved Measure I ordinance, carried out nominations and votes for committee officers at the start of the session. Nominations were made from the floor, each nomination received a second, and the committee used a roll-call procedure to record member votes.

Why it matters: The committee will review Measure I revenues and expenditures and produce public reports, and officers will run meetings, supervise minutes review and help coordinate the committee’s work with city staff.

Committee members nominated and voted in two distinct actions. First, members nominated Patrick Hall for chair. After Hall indicated he would accept the nomination, the committee took a roll-call vote; committee members recorded “yes” votes and the motion was approved. Later in the meeting, Carol Rogers accepted nomination for vice chair; her nomination also passed in a roll-call vote recorded as 5–0. The meeting record shows Paul Portman, Committee Member Covington, Committee Member Ham, Hall and Rogers participating in the roll calls.

The committee’s process for officer duties follows the framework described at the meeting: the chair runs meetings, the vice chair runs meetings in the chair’s absence, and the secretary reviews minutes taken by city staff. At the meeting a staff member said they will take the minutes and the secretary’s role will be to review those minutes; no recorded vote or appointment for secretary appears in the meeting transcript.

The committee concluded officer elections before moving on to discussion of bylaws and the operating budget.
