The Prescott City Council subcommittee on water issues on Sept. 2 recommended the full City Council approve WSA 25-045, a water-service application for 12 short-term apartment units (described by the applicant as ‘casitas’) adjacent to the Aspire facility.
Water Resources Manager Brian Reese summarized the application. The parcel (APN 103-20-598P, about 6.97 acres) would host 12 temporary units. Reese said the city’s water-resource model assumes 0.12 acre-foot per unit per year for small apartment units, producing 1.44 acre-feet for the buildings. Landscaping demand was estimated using drought-resistant standards and ADWR guidance; the presentation concluded a total project demand of 2.04 acre-feet per year.
Applicant Jim Thomas of Aspire Sports told the subcommittee the units will be short-term rentals — “more like an Airbnb situation where people will come for 3 or 4 days” — intended to support tournament visitors and make use of the site’s indoor facilities. Thomas said the landscaping plan uses synthetic turf and a few trees rather than standard turf.
Motion and vote: A councilmember moved to recommend forwarding WSA 25-045 to the full council for approval; another councilmember seconded. The subcommittee recorded the vote as 3-0 in favor. No amendments were offered during the subcommittee discussion.
Why it matters: Staff presented a quantified demand estimate (2.04 acre-feet per year) that will be included in the city’s water accounting if council approves the application. The item will next appear before the full City Council for final action.
