The Miami Beach Planning Board approved a conditional-use permit Oct. 7 for a 122-seat restaurant proposed for 1784 West Avenue (the former Sushi Garage), allowing up to a 195-person total occupant load and permitting indoor ambient music only. Staff recommended approval with conditions addressing valet operations, sound, and hours of operation.
Applicants told the board the Pasta Bar concept includes 122 indoor seats, a proposed future sidewalk café of up to 28 seats, and a central open kitchen. The applicant proposed indoor hours ending at midnight Monday–Thursday and 2 a.m. Friday–Sunday; staff and the applicant agreed outdoor seating would close at 11 p.m. on weekdays. The applicant also described a valet plan using two staging spaces near Office Depot and a separate off-site valet storage lot at the Chase Bank parking area. Transportation staff recommended an initial valet staffing level and the board accepted a modification requiring the applicant to return with a valet re-evaluation after six to nine months of operations that must include high-season data (December–February) before any permanent reduction of the valet staffing requirement.
Board members and applicant representatives discussed site constraints created by recent road-raising and sidewalk widening in Sunset Harbor, and applicants said they will coordinate with Transportation and Mobility for final valet staging and operations. The board approved the CUP with staff conditions reflecting the operational and traffic mitigations presented during the hearing.
The planning department will require the applicant to meet all conditions in the draft order and to provide the return valet analysis after the agreed monitoring period.
