The Socorro City Civil Service Commission approved a revised employee handbook that consolidates policy updates made since the prior 2014 handbook, commissioners voted at the meeting.
"Our old employee handbook has been outdated since 2014, so it was time to update the employee handbook," Human Resources Director Carol Candelaria said when presenting the item. She said the revision compiles prior policy updates (including Policy G‑11) and provides a full proposed handbook for review.
Candelaria told commissioners the city will distribute printed copies to all employees and collect signed acknowledgments confirming receipt. She said staff plans to educate supervisors on the updated provisions and make department managers responsible for keeping an on‑site copy for employees. When asked whether the handbook is already available online, Candelaria said it is not yet posted but staff hopes to make an electronic copy available moving forward.
Commissioners moved and seconded the item and recorded unanimous approval. Albert Ortiz, Carlos Ortiz, Alex Miranda and Claudia Olmos each voted yes. The motion was recorded as approving item number 8 on the agenda.
Why it matters: The revised handbook consolidates nearly a decade of policy additions and clarifications into a single document and sets an expectation for periodic review going forward. Candelaria said the city aims to review the handbook every two to three years and to provide supervisor training on substantive changes.
