Menands moves forward on accessibility upgrades at 250 Broadway, authorizes roof contract

The Menands Board on Oct. 20 heard preliminary designs for ADA improvements at 250 Broadway and approved a contract to replace and insulate a leaking roof section using Climate Smart grant funds.
Ryan Carroll, a municipal engineer, presented a site redesign focusing on the building’s front entrance and parking. The plan shifts the driveway to align with the building edge to create a level approach, adds ADA-compliant parking, and proposes a new retaining wall with handrails to provide a single, graded path from Broadway to the main entrance. "This would allow for easier access into the building," Carroll said, showing plan and three-dimensional renderings.
The proposal is phased: trustees discussed doing the front parking and retaining-wall work first, then pursuing funds to upgrade the entrance door to a low-energy, push-button automatic door. Mayor and staff said they will pursue additional ADA and Climate Smart funding to pay for the door and related energy upgrades.
Approval for roof repair Trustees voted to let the mayor sign a contract with Skyway Roofing to replace the stairwell roof section and add insulation that qualifies the work for reimbursement under the village’s Climate Smart award. The mayor said the cost estimate for the section increased modestly since 2024 and that the job is 100% reimbursable under the Climate Smart program. A trustee noted the replaced section is an independent roof area over a stairwell and that replacing only that section would not void warranties on other roof areas.
Why it matters The building houses village operations and the police station and is the polling place and a frequent public meeting site. Trustees emphasized improving access for seniors, people with mobility limitations and voters. Carroll and staff also noted the existing flagpole-side retaining wall is deteriorating and will require replacement as part of the front-yard redesign.
Next steps The board and staff will pursue grant funding for the entrance door, refine the front-parking design and coordinate detailed specifications with LaBella and DPW. The Skyway Roofing contract is to be executed so the leaking stairwell roof can be repaired and insulated before winter.
