Council approves consent items, ordinances and resolutions including park and encroachment measures

The package of consent items (agenda items 3–9) passed unanimously after a brief staff overview. Council then approved ordinance 2025078 to consent to the inclusion of property in a multi-county industrial business park (Vulcan Development LLC); ordinances 2025081 and 2025082 granting right-of-way encroachments for retaining walls and stairs at specific addresses; and ordinance 2025090 amending parks and recreation permitting language. The council also approved resolutions supporting disposition of several Housing Authority properties and authorizing release of a city access/utility/storm drainage easement (resolutions R2020-571 and R2020-572).
Council members recorded their votes on multiple items as the clerk read the roll. For example, when asked for the roll on ordinance 2025078 the clerk recorded votes from Councilmember Bailey, Councilmember Brown, Dr. Bustles, Councilmember Brennan, Councilmember McDowell and Mayor Rickenmann in the affirmative. Similar roll-call approvals were recorded for the encroachment ordinances and park permit amendment.
City staff framed several of the items as routine or as part of previously discussed programs: the parks permit amendment clarifies which covered areas require a permit, and the easement release was presented as a technical property cleanup. The housing-authority disposition resolution was presented as council support for the Housing Authority moving properties to public disposition processes.
