Council approves special procurement with KPFF for McEwen Road sidewalk and stormwater work

After a public hearing, the Lake Oswego City Council unanimously approved a special procurement to continue design with KPFF Consulting Engineers for the McEwen Road sidewalk and stormwater project.
The Lake Oswego City Council on Oct. 21 adopted Resolution 25-47 to authorize a special procurement that would allow KPFF Consulting Engineers to finish design work on the McEwen Road sidewalk project, which includes associated stormwater-management facilities.
Senior Associate Engineer Zach Spruell and Assistant City Engineer Mort Anushravani presented the staff report and described the project limits on the north shoulder of McEwen Road between Southwest 60th Avenue and Southwest Christie Way. Spruell said KPFF was the engineer of record for the design work performed earlier by the school district and has the existing project data, drainage reports and permit-set plans. Spruell told council that using KPFF would provide continuity and avoid a two-month delay and extra verification work a new consultant would need to perform.
Councilors questioned potential cost differences of sole-sourcing the follow-on design. Staff responded that a new consultant would need to re‑review prior work and perform verification, which would require additional time and expense, whereas KPFF can advance the permit-set drawings to final construction documents more efficiently.
No members of the public spoke during the hearing. A motion to adopt Resolution 25-47 passed by voice vote, 6-0.
Staff said next steps are to finalize design documents, complete outreach to the neighborhood, advertise the project for bids in 2026 and aim for construction completion by August 2026.
