During regular session the council moved to approve the consent calendar (with the resolution of necessity removed for discussion). The consent calendar approval passed by roll call with councilors voting yes: Weber, Moe, Bradley, Blackwell and Stout.
City staff described the resolution as the required first step in a condemnation action. City staff said the item relates primarily to several parcels where permanent right‑of‑way and temporary construction easements are required for a street repair project funded by a local measure. As staff explained, adoption of the resolution makes a formal finding of public purpose and authorizes proceeding with acquisition necessary for the capital improvement.
