The Torrington City Council, acting in its capacity as the Water Pollution Control Authority (WPCA), on Oct. 20 approved two payments from Fund 490 to engineering firm Wright-Pierce: $15,007.49 and $4,830.17. Councilors then accepted the tax collector's recommendations to issue refunds and adjustments.
Councilors treated the items as routine finance and administrative approvals; both votes passed on voice votes with no recorded opposition. Staff noted these are standard items on the consent agenda and will be processed through the city's regular accounting workflows.
