The Manchester Water Works board on recorded motions approved several administrative and procurement items: an amendment to a previously approved grant, a bid award for uninterruptible power supply (UPS) replacement, a petition for a water main extension, an extension of an exclusive listing agreement for a property and two rules-and-regulation fee changes.
Grant amendment: Staff said the 30-inch main installation project came in roughly $1.3 million under the original $4.3 million grant; those funds can be moved to the Lake Leahy (Lake Lehi/Nassau?) project to help cover a study and lake-raising work. The board authorized amendment number 1 to transfer funds and authorized Director Crowsdale to execute documents; the motion carried.
Bid award: The board approved the low (and only) responsive bid of $63,398.60 from RCOM Communications to replace UPS units at the Lake Massapequa treatment plant. Staff recommended the award based on prior positive experience with the contractor. The motion carried.
Petition for water-main extension: Commissioners approved a petitioner-funded extension of approximately 80 feet of main on Glenbridge Avenue to cover frontage; petitioners will pay for the work.
Real-estate listing extension: The board approved an extension of the exclusive listing agreement with Stebbins Commercial Properties for a utility parcel (Wellington Road, Lot 860-30) through December 31 to allow the prospective buyer additional time for due diligence and planning-board permitting steps.
Rules and regulations changes: The board adopted proposed increases to charges for meter installation and building water-use charges (Rule 12 a2 and 12 a4 as presented) and approved a $50 miscellaneous fee to be imposed when customers repeatedly deny reasonable access for meter inspection/repair after two consecutive estimated reads; that fee will be applied to the customer account for each subsequent estimated bill.
The board also approved a low-impact permit allowing the Queen City Bicycle Collective to use the front park as a water rest stop during a September event.
Each motion passed by voice vote; staff noted the grant amendment will go to the governor's council for final approval where required by state process.
