Kenosha County board approves lease, rescinds fair obligations and clears two rezoning ordinances

The Kenosha County Board of Supervisors on Tuesday approved a lease for county property to the state of Wisconsin, formally rescinded prior county obligations to the Kenosha County Fair Association and adopted two zoning ordinances after brief presentations and committee referrals.
The measures moved quickly through the agenda with limited debate. Supervisors passed a resolution to enter into a lease with the state for property at 11312 Burlington Road on a 21-1 vote, rescinded prior obligations of the Kenosha County Fair Association unanimously, and approved two rezoning ordinances unanimously.
Supervisor Dennis Grady, who moved the lease resolution, told the board the process had been “quite a circuitous process” and said details were best handled by county counsel. The lease item had passed the Public Works, Facilities and Finance & Administration committees earlier. The board voted 21 yes, 1 no to approve the lease.
The board then considered Resolution 144, to rescind prior county obligations to the Kenosha County Fair Association. Supervisor Nordigan, speaking about a decades-old agreement between the county and the fair association, described the change as a way to free the fair association from county constraints that had limited its ability to secure financing. “What this resolution does is it says, look, you don’t owe us anything,” Nordigan said. Resolution 144 passed unanimously.
The board also approved Ordinance 32, a rezoning request by Maryland J. Cadets (owner) and W. H. Cadets (agent) to rezone land in the Town of Wheatland from A-1 Agricultural Preservation District to R-2 Suburban Single-Family Residential District and A-1 Agricultural Preservation District, and Ordinance 33, a rezoning request by Scott A. Iverson to rezone property from A to General Agricultural District to R-2 Suburban Density Residential District and C-N Lowland Resource Conservancy District. Both ordinances were moved by Supervisor Brookhouse and passed unanimously after clerk descriptions and no further board discussion.
The board also received administrative items including two County Executive appointments referred to committee: Daniel Morehouse to the Traffic Safety Commission and Richard Ferrari Trainer to serve as director of the Division of Health Services/health officer. Communications included a request to allow the City of Kenosha to install a freestanding antenna for fire communications on county-owned property; that matter was referred to the Public Works and Facilities and Finance & Administration committees.
