Commission adopts resolution formally accepting Viera Avenue into county road system after lengthy debate

The Lincoln County Board of Commissioners adopted Resolution No. 2025‑29 formally accepting "Viera Avenue" into the county road system after a prolonged discussion about historical documentation, process and implications for annexation.

County staff and the county clerk presented research showing a quitclaim deed recorded Jan. 26, 1981 for a 60‑foot by 1,250‑foot strip (described as Viera Avenue in the 1981 agenda item), and staff noted the road had appeared on interlocal road‑maintenance lists between Lincoln County and the City of North Platte since 2014. County Highway Superintendent Jason Schultz advised that the highway department typically follows a study-and-public-hearing process to adopt roads, but county staff and several commissioners said the deed and subsequent interlocal practice supported formal adoption.

Commissioners debated whether the county should treat the strip as an established county road (staff presented recorded deed evidence and interlocal agreements that included the road) or reopen a formal adoption process used in other cases. Commissioners raised questions about turnaround space, whether the county would be obligated to bring the road to full county or city standards, and how annexation by North Platte might affect responsibility.

After discussion a motion to adopt the resolution was made and seconded; the board approved by roll call with a majority in favor and one commissioner voting no. The resolution accepts Viera Avenue into the county road system; staff said they will proceed to finalize documentation and coordinate with city staff and the county highway department on any maintenance or immediate operational needs.
