District design team outlines schedule after approved referendum; SED submission targeted for July 1

Fairport Central School District staff and the district’s design team told the board that a recently approved referendum has moved into the design and pre-construction phases and provided a tentative schedule for submission to the State Education Department (SED).
The project team described a multi-phase process that will re-estimate costs at schematic design, design development and construction-document benchmarks. Troy, a member of the design team, said the district plans to submit phase 1 materials to SED on July 1 to start the SED review clock and that construction for phase 1 is expected to begin the March following bid and approvals.
Presenters said phase 1 will include Martha Brown, Joanna Perrin and Brooks Hill, sequenced in a way intended to maximize state aid; Jefferson Avenue and Northside Dudley will be submitted later to preserve aid calculations because Dudley is adjacent to Northside. The team said both phase 1 and phase 2 construction work are planned to overlap in 2028, with some heavy HVAC packages extending into 2029 and a target project closeout in December 2029 to align with aid schedules.
District staff described the work that occurs in each design stage: schematic design for program narratives and user-group input, design development for material selections and system coordination, and construction documents for final drawings and detailed cost estimates. Staff emphasized the need for clear communication with SED and internal stakeholders during the 6–9 month SED review window to avoid delays.
The presenters also described user-group meetings that will re-engage school staff and other stakeholders to confirm uses and program details. They said student job-shadowing and internship opportunities have been offered on past Fairport projects and that student participation in user groups would be considered case-by-case.
The design team listed next steps as continuing user-group meetings, re-estimating costs at each benchmark and preparing the SED submission. Presenters cautioned that the posted timelines are draft and that SED review could lengthen the schedule if edits are required.
Board members asked about communication and timelines; presenters said they will provide periodic updates to the board and that the district will work with financial advisers to align project closeout with aid schedules.
