The Quincy City Licensing Board approved a series of event permits, one-day liquor licenses and common victualler licenses, including a special-use permit for North Quincy High School’s holiday shopping expo and a one-day liquor license for a New England Free Jacks fan event.
The Quincy City Licensing Board approved a series of special-use permits, one-day liquor licenses and common victualler licenses at a licensing hearing, allowing a high-school holiday shopping expo, a New England Free Jacks fan event, multiple one-day event permits for a new Hancock Street retail business, and the transfer of corporate cafeteria operations to a new operator.
The approvals included a special-use permit for North Quincy High School Parent Advisory Council’s annual holiday shopping expo at North Quincy High School on Nov. 8–9, with event hours 10 a.m. to 4 p.m. both days and food-truck service (five trucks Saturday, four Sunday). According to the applicant, the event draws roughly 3,000 customers across the two days. The board approved the permit by motion and a voice vote.
The board also approved a one-day liquor license for the New England Free Jacks’ fan event at Veterans Memorial Stadium, 850 Hancock Street, scheduled for Saturday, Nov. 1, from 3 p.m. to 6 p.m. The event will include fan activities, player meet-and-greets and a small bar inside the stadium.
A series of one-day liquor licenses for 2 Trunks Permanent Jewelry and Boutique, a new business at 1237 Hancock Street, were approved for multiple upcoming events including Oct. 23 (7–9 p.m., pumpkin decorating), Nov. 6 (6–9 p.m., candle making), Nov. 7 (private event, 6–9 p.m.), Nov. 28 (’Tis the Season kickoff, 1–9 p.m.), Nov. 30 (Quincy parade day, 10 a.m.–4 p.m.), Dec. 6 (6–9 p.m., wreath decorating) and an added date Dec. 12 (6–9 p.m.). Applicants said event attendance would be small (maximum about 30 people) and intended to serve the neighborhood and holiday shoppers.
The board approved a common victualler license for LPM Holding Company, doing business as Sebastian’s, to operate the corporate cafeteria at 1 Enterprise Drive. The applicant said Sebastian’s will begin service for the building’s primary tenant, Santander Bank, on Dec. 8; the proposed manager is Dylan S. Apsey and proposed hours are 7 a.m. to 4 p.m.
Crown Royal Cafe’s change-of-ownership request for a common victualler license at 66 Billings Road was approved. The board was told this is a straightforward ownership change and the business will continue as a bakery; the proposed manager was listed as Hoi Fay Ng and proposed hours 6 a.m. to 8 p.m.
The board reported that the Massachusetts State Lottery had approved continued licensing (agent approvals) for three existing locations: Presidential Liquors, 25 Scammell Street; 200 Food Mart, 200 C Street; and Goodies Mini Mart, 1250 Hancock Street. The board reported those approvals to the hearing and, seeing no objections, moved on.
Board members voted to accept the minutes from the Oct. 7 hearing and to waive the reading. The board adjourned and set the next hearing for Nov. 18.

Details, context and next steps
Applicants provided event dates, hours and anticipated attendance during their presentations. Board members asked one clarification about propane permitting for the high-school event and were reminded that propane use requires following the city permitting process. Applicants for the small Hancock Street events said the gatherings are intended to draw neighborhood customers and will have limited attendance (about 30 people). Sebastian’s representative said catering and regular cafeteria service for the Santander Bank tenant would begin in December and offered manager certifications if requested by the board or staff. The board did not record any objections during the public agenda items included in this hearing; all listed motions were advanced by motion and second and recorded with a voice vote of "Aye." The board adjourned after completing the agenda and set the next hearing for Nov. 18.
